Fix submodules and add basic MoneroDocs setup guide #36

I want to start updating MoneroDocs and want to make it easier for others to contribute and setup their local env's. Please feel free to give feedback.

Another item to consider is adding the public directory to the gitignore. I believe no one except the person running the build/deploying (aka the repo owner) should really need to use that directory and it will prevent newbs from accidentally updating/commiting those files if they run the build locally.
