Improve structure

My suggestion to restructure would be:

• [x] Create subfolders for deliverables/documents rather than English or German. So instead I would expect a folder like EU-proposal.
• [x] Each folder could have a pom.xml file and generate one document as PDF/ePUB/HTML.
• [x] The input of bigger documents should be split into multiple ASCII-Doc files as I have started with PR #16. So you have one main *.adoc file that includes multiple smaller ones. You can use :leveloffset: 1, etc. to shift the section levels properly so also each document can be read of its own.

Hi Jörg, thanks for your suggestions. I would like to keep the languages separate, but make the structure below as suggested by you:

English
   EU-proposal
   project-description

Since Asciidoc is quite new to me, I ask you let's skype a round and give me an introduction to your pom.xml.

Your suggestion to divide larger documents is quite in my favor, too.
