11691 dal current location warning message v5.41 #340

TP-11691

This update creates a new generic is-hidden style.

This is used in frontend on the global navigation and on the error message on the Debt Advice Locator tool, displayed when the user's device is unable to get a location.

The change in the DAL repo that was required to be made is in PR172.

The change in frontend that was required to be made is in PR2252.
