Add test data setup to tests MH3-8525

Description

PR to add test data setup and teardown for integration tests. This change includes:

• Adds some examples for helping to set up test data
• Adds Mocha root hooks to setup data and to delete user
• Uses Mocha execution context to pass config from the root hooks to individual tests
• Config now set in the before hook of each test (as the before hook has access to the correct context)
• Some tests have been changed so they are not creating new users but re-using the created at beginning
• Some expected values have been changed to reflect the new test data that is set up
