Feat/budget monitoring #5

Hi, as posted in http://www.codelathe.com/forum/viewtopic.php?f=16&t=5466 I finally added the budget monitoring reports (now for current and last month) to github. Please feel free to merge it into the general-reports repository.

Hi Tobias, i went through your code quickly and found you are writing many code (Lua, JS and SQL) to achieve your goal and using many external JS lib as well. Usually, too many code means there is something wrong and what i can see it's MMEX's problem. Hence i need your advices on GRM and am wondering would you be willing to join us and help to improve it.
