Reimplement complete Budget Monitoring report

Content

• use only resources (js, css) provided by mmex (remove dependency to external js libraries)
• add date period selection (so report is not limited to current and last month)
• use layout like embedded mmex reports
• use both percentual charts and numbers for easier cromprehensibility

Motivation

The old implementation had some limitations from my point of view:

• dependency on external js libraries, which got outdated
• the reports didn't work on newer versions of mmex due to number formatting issues regarding locales
• IMHO the visualization of the budget/actuals by category weren't easy to comprehend
