The Volume Limiter on the Samsung Galaxy S8 does not seem to work

Did you set the required permission? This tweak runs on every boot so restart is required. Fixer should work just like Tasker in this guide https://www.xda-developers.com/how-to-automatically-disable-the-high-volume-warning-without-root/ so you may try following that.
