test(NODE-5598): add node 18 and 20 to matrix #179

Uses the newly created Ubuntu 22 distro to run tests for Node 18 and 20 and updates the MongoDB server version to latest to be able to run against both Ubuntu 18 and 22. Also updates server version from 4.2 to latest to be able to run on both Ubuntu versions. (4.2 does not exist on Ubuntu 22 - 6.0 is lowest)

Startup times for various languages have increased so updated times where appropriate.

Few EVG failures look unrelated to these changes.
