Code cleanup

• Get rid of all the noop.pys
• Move stuff out of root directory
• Move logl.py into root directory
• Optional: "modules" kind of sucks as a name, since Python uses "module" as a thing (http://docs.python.org/tutorial/modules.html), maybe rename the dir and all mentions of it to "filters" or something?
