NOTE: This PR is stacked on https://github.com/mongodb/chatbot/pull/297 because it relies on custom class names

Changes

Adds a new trigger component, the ActionButtonTrigger. This is the same thing as the FloatingActionButtonTrigger but without the fixed position CSS that makes it float. The FAB trigger component now uses this inline version under the hood.
