Deliverables:

A prototype that lets us observe how a given implementation of this conditionals feature feels.
Should support common operators (<, >, ==, =~, !=, etc)

I don't know if it's of any particular use to you, but nxlog (a criminally underutilized tool and a great part of our Logstash ecosystem) has a nice expression language that you might mine for some ideas:
