Support oracle #3

Oracle jdbc driver needs a timezone to work. This change brings the host timezone to the container

Hi Carlos, thx for your PR. Is PR #2 included in this #3? Did you test it with Oracle? (Unfortunately I'm not the right guy to test it with oracle).

Your are welcome. Your container was the best I saw to base our work.

Yes they are consecutive. But I think you can do a cherry pick choosing what you want to merge. I don't know how to do it, I am very new in git.

I tested it with Oracle and I saw the problem. It complains about the time zone. I used the same technique we use in other containers with Oracle.
