adopt phrase "blockchain gazette" #4

I used to use the word "Journal" as both verb and noun, to describe the place where the messages were logged. But it's overloaded term, accountants use it as verb for shifting funds between accounts.

So we should purge it from the repo and adopt the unambiguous term "Gazette" as verb and noun for the place we publish official messages.

Notary is probably better than Gazette, because it has the primary role of "witness" (publisher role is more of a secondary thing)
