Not sure if I will use SQL or JSON yet.

Will assign ply.IsMunSpeakAdmin = false/true

Just use the default admins for administrating MunSpeak, having separate perms will just cause issues.

Standard admins can also moderate by default. adding an extra perm for moderators which aren't server admins
