can't create a new account #22

What steps will reproduce the problem?
1. on the url :http://phpshop/store/login
2. click the button to Create Account

What is the expected output? What do you see instead?
it's expected to create a new account. 
but it just went to the page :http://phpshop/store/browse/home 

What version of the product are you using? On what operating system?
cakephp 1.2.5 
ubuntu
