SESSION_EXPIRE not being set #9

SESSION_EXPIRE not being set via session_set_cookie_params

in modules/admin/lib/ps_session.inc
line 25 - the logic of !SESSION_EXPIRE!="" should be SESSION_EXPIRE!=""

Let me know if you have any questions.  Not a big problem for most, unless 
they try to set their expire different from the server default.
