FabricBot: Onboarding to GitOps.ResourceManagement because of FabricBot decommissioning #2799

Add prIssueManagement.yml to onboard repo to GitOps.ResourceManagement as FabricBot replacement

Details on the replacement service and the syntax of the new yaml configuration file is available publicly at: https://microsoft.github.io/GitOps/policies/resource-management.html

Please review and merge this PR to complete the process of onboarding to the new service.

@mattleibow FYI -- I didn't look any more closely than this, but I just did a search over fabricbot.json and saw there were 60 instances of "taskName", but the yml policy config only had 25 description: matches. You likely lost a lot of automation in this migration that is worth reviewing more closely. @JohannesLampel, did you pre-review this migration to assess which configs would be lost?
