Fixes https://github.com/dotnet/runtime/issues/46410 and https://github.com/mono/libgdiplus/issues/680 by supporting GdipGetPropertyItem for memory bitmaps
Align validation of GdipGetPropertyItem/GdipRemovePropertyItem to match GDI+
Align jpeg properties with GDI+: include PropertyTagExifUserComment, PropertyTagChrominanceTable and PropertyTagLuminanceTable: fixes #684
Add support for tIME chunks in png files: fixes #685
Don't validate png chunk CRCs: contributes to #177
Fix TIFF properties to match GDI+: fixes #686
