MonoDevelop has hard dependency on Mono, so your question is invalid.
@lextm the OP may have mono from his distros default repository, but the MonoDevelop tends to be quite outdated, if they even have it, as from a Linux user point of view, MonoDevelop is an abandonware as Microsoft has no interested to keep the IDE multiplatform.
If momodevelop ist outdated in distro mono might also be outdated it might happen that newer monodevelop cannot run with that mono installed.
To get binary you might look at repository with your Web-Browser. For Debian/Ubuntu/Rasbian you will find all pacages at https://download.mono-project.com/repo/debian/pool/main/m/monodevelop/
How I can download last release of MonoDevelop on Linux without add mono repository to my system?
