Monodevelop incorrectly displays windows-1251 encoding #9650

Monodevelop editor incorrect display the windows-1251 encoding, even if you specify the encoding 1251 when opening the file. Displays something like this 'Ïðèöåïëÿåì êàðòèíêè'
