Add --no-color, --color and --verbose command line options

• new features:

  • --no-color and --color command line options. (default to automatic color mode detection)
  • --verbose command line option
  • Setting "1" to NO_COLOR environment variable works like --no-color. Command line options takes precedence over the environment variable.

• edits:

  • Add Environment.swift
  • Add AutoColorMode.swift
  • Bump swift-argument-parser from 1.0.3 to 1.1.4 to fix minor problem
  • Integrate --verbose and --silence-mode
  • Edit README.md
