Proposed changes

This PR updates Direct Exporter to Azure

Implemented the AzureBlobSpanExporter() to upload OpenTelemetry traces to Azure Blob Storage.
Added necessary dependencies for Azure support in pyproject.toml
Instructions for installing Azure Blob exporters in Monocle_User_Guide.md
