Add include_segmentation argument to download_dataset signature

Currently include_segmentation parameter is only available in the command line interface but not the python function signature.

Also it would be nice if you could release the newest version to pip.

It'll never happen, I don't support this repository now, it's just here for you to enjoy. Feel free to fork and do it yourself.
