Make it possible to disable self-hosted Grafana #124

I am running my own local Grafana instance that I want to use for NetMeta. It would be nice to have a config option to disable Grafana within NetMeta.

You can alread export the dashboards with 'cue dump_dashboards' and use them in your own instance. Disabling is not possible yet

I'm aware of exporting, thank you. It was more a suggestion of being able to disable Grafana completely as I won't be using it within my NetMeta deployment. :)
