What steps will reproduce the problem?
1. Install StEx bar on the system without other custom toolbars
2. Open windows explorer
3. Make menu visible
4. Make StEx visible and disable text on buttons, leave only icons
5. Unlock toolbars (right-click on menu or StEx, uncheck locking flag)
6. Drag StEx so that it starts immediately after the last menu item, on the
same row
7. Lock toolbars
8. Close and reopen explorer
9. StEx is on its own row again.

What is the expected output? What do you see instead?

StEx must not change layout defined by user.

What version of the product are you using? On what operating system?

v 1.8.4.847 x64, on Windows 7 Home Premium x64

It is probably like an Issue 86, but affects Win7
