move dev setup article to the main doc #342

this is a more or less direct import of the https://norns.community/articles/development-setup page into the main docs.

also to give the full context, there was a push to kill the articles section on norns.community (which was initiated as a way to quickly save notes about setup tweaks such as those before they get lost in the chaos of lines/norns study group).

this article in particular had been identified (at the time) as a candidate for being merged in the main docs (discussion w/ Tyler, Dan & Brian)

indeed, as you've highlighted, there is certainly some sections / solutions listed that may not correspond to the quality & stability standards of what's in the main doc. i'm 100% ok w/ suppressing any of those.

likewise, if we do a reassessment and discover that all of this should not in fact go into the main doc, i'm also fine w/ it.

ultimately i defer to @dndrks and @tehn when it comes to the bar for the main documentation.

@p3r7 , oof, this all happened while i was in the hospital earlier this year and i never checked back in, apologies!! i feel so embarrassed.

these all seem like fantastic additions to https://norns.community/articles/development-setup, rather than the main docs themselves. i agree with @ngwese re: keeping the scope of the main docs to what we can reliably and directly support (either via email or github issues. your reframing + rephrasing are all wonderful, though -- norns.community seems like the right bucket for these types of deep-dives into specific configurations.
