Add doc deprecation for karma-typescript with recommendations

karma has been deprecated https://github.com/karma-runner/karma/pull/3846

For browser-based unit testing solutions, karma recommends Web Test Runner and jasmine-browser-runner. For Node.js, it recommends Jest and Vitest.

There's no such deprecation notice in karma-typescript which is an extension for karma

Describe the solution you'd like

Add doc deprecation in README, recommending readers to:

• try @web/dev-server-esbuild if they're switching to Web Test Runner.
• try ts-jest, if they're switching to jest.
• try vitest, which has native support for TypeScript.

This was long coming and now we've reached the end of the road 😞 I'll put up a notice asap and I will also consider archiving the project.

I think we need to wait for karma to do runtime deprecation (using post-install script or Node.js process warning) before archiving?
