It should always do :

But it does:

If I have a Default + Locale value:
1. Channel + Locale
2. Default + Locale
3. Channel + Default
4. Default + Default
If I don't have a Default + Locale value: (correct order)
1. Channel + Locale
2. Channel + Default
3. Default + Locale
4. Default + Default
