Add API's such as "modifierKeyDown", "modifierKeyUp" for ALT, CTRL, SHIFT, CMD key press.

Some of the testcases in Ninja do require these key presses for testing.

Zack, can you get it implemented in M10 timeframe? Ninja needs this API.

I could potentially get this done if I were to drop the architecture project for at least a couple of days. I'm just starting to make some serious progress on the architecture project so I would be against stepping away from it. I'd recommend we wait until we have Eliseo back on screening.
