Labors won't write from DT to DF #48

So something is clearly wrong with my labors getting set from DT.
Not sure exactly why, but i have restored the game at least once, and i'm 
not sure if that would have any bearing - but it's the only thing i know 
that's different now.

Anyway, I set a labor, and save it. It shows in-game as set, however the 
dwarf never acts as though the labor is set. I have followed dwarves 
around and this is very clearly the case - it's not behavior modifier 
driven, because as soon as I unset/reset that same labor in game they 
immediately start working with that new labor.

Also - see screenshot - there are numbers next to the skills now, and that 
looks....weird. Hopefully this is a clue as to why things are fucked up.

Follow up - 
I validated the display issue with another fort.
Also DwarfManager is able to write to my forts, but i don't think that rules 
out 
something weird with my fort.
I took a video of the issue, where i show
1 - You see the dwarf with Mining (he has no axe yet) assigned in-game that i 
had 
used DT to assign.
2 - In this state, he'll wander around with 'no job' when there is much digging 
to 
be done.
3 - I unset and reset Mining labor using DT. No Job wandering persists.
4 - I unset and reset Mining in-game. Dwarf immediately goes to get a pick and 
start 
digging.

This should be fixed by r83 tagged as 0.1.6
