It seems that creating actors is impossible when running this system along with Foundry on linux (Ubuntu 20.04). Whenever Im trying to create new actor, im getting "{name} could not be found" after putting name of newly created actor. Leaving name blank produces the same result. Changing type from player character to any other seems to have no effect.
Tested on 11.315, 12.324 and 11.299, seems to be the same in all of these versions.
