Slow Flaw appears to not be applying any SL bonuses for defender #2114

Describe the bug No additional SLs is added for the defender when Slow weapon is involved. Penalty (-10 to defend) works well against weapon with Fast quality though.

To Reproduce Equip weapon with "Slow" flaw, attack some target and try to defend.
