You can use "Add System Effect" to add half cover and full cover option to choose from, I did it myself by doing temporary effect cover (full) and cover (half) and adding attribute key "system.combat.defence.bonus" with + 2 (full) and +1 (half) defense bonus and then toggling on and off as needed during combat.
