This is a quite involved problem and there is no hint in it. The problems before this were easier and had many hints and some had all the steps shown in them. I think some hints are needed here. For example for the first question it asks for cost function and the answer they have is:

image And I think it is not easy to come up with this function based on the information given. It is helpful to break down the process some with hints.

Agreed. This problem is in need of a complete reworking.
