Add link to README in language pack #61

In the plugin's language pack, there are several places which say 'See README file for details'. It would be worthwhile to add a working link to the https://github.com/moodleuulm/moodle-local_staticpage/blob/master/README.md where this README is located.

I have modified these strings and will release a new version on moodle.org shortly.
