Feature: Allow teacher to upload a separate course header image #298

The course header feature, if enabled by the admin, currently shows the course image.

But as you know, the course image is primarily shown on the My Courses page and the course image viewpage on this page has a different aspect than the course header. This means that most often the uploaded image either looks good on the My courses page or in the course header, but it rarely looks good on both pages.

It would be great to allow teachers to upload a separate image on the course which is shown in the course header.

I see also the use case: in one institution, they allow or even inspire lecturers to set 1) a course image and (given this is implemented) 2) a course header image. But let's say there's this lecturer saying: I do want a course image but I want no course header image. Probably there should be a switch that says "No course header image for this course even when there's a course image". And obviously, since there could be the use case of the institution enforcing the setting of a course header image, the presence or non-presence of such a switch should be able to be set on Site administration level.
