Add site administration search form for managers #506

Currently, only site administrators see the useful search form within site administration. It would be worthwhile to investigate if this form could be shown to all users who can access site administration (i.e. who have the moodle/site:configview capability).

I agree, but it sounds like a core improvement (or some code to take over to Moodle core once done) to me.
