Test: Always reactivate debugging during Behat tests #521

In several places, we deactivate debugging during Behat tests, see https://github.com/moodle-an-hochschulen/moodle-theme_boost_union/blob/526f3e91cec804faea604a71a355742a66cf749d/tests/behat/theme_boost_union_contentsettings_infobanners.feature#L196.

Unfortunately, we do not always re-activate debugging. This should be fixed.
