PS: Github did not recognize the merged template. According to https://docs.github.com/en/communities/using-templates-to-encourage-useful-issues-and-pull-requests/creating-a-pull-request-template-for-your-repository, the .github/PULL_REQUEST_TEMPLATE/ subdirectory is used if you want to have multiple PR templates.

I have moved .github/PULL_REQUEST_TEMPLATE/pull_request_template.md to .github/pull_request_template.md now and now the template works.
