Upgrade to Moodle 4.5 #724

After Moodle core 4.5 is released, Boost Union has to be upgraded as well with special respect to #708 / #720

Status:

we are working on the Moodle 4.5 upgrade in the upgrade-405 branch . An official 4.5 release will follow after all remaining work is done.

The 4.5 release has just been tagged and will be pushed to https://moodle.org/plugins/theme_boost_union/versions by Github actions soon.
