[docs] Plugin upgrade step delaying. #1076

This adds a section that explains how to delay upgrade step in plugin upgrade. It also ease off requirement to use XMLDB Editor as the only way of upgrade.php maintaining and improves formatting.

The docs change originates from Workplace internal knowledge base article, which @marinaglancy contributed to and suggested to make a part of devdocs (which I fully support).
