Declare PHP 8.3 supported

• Do it in the PHP policy page: By MDL-76426, since 4.4
• Update 4.4 release notes (not needed in this case, it's already showing the correct PHP 8.3 information).

Note: Creating this as draft, we need:

• 952 implemented (4.4 release page available).

• This PR modified to ensure that the 4.4 release page has correct information.
• MDL-76426 completed.
