[docs] Migrate Themes overview #982

For now, I'll start migrating the content in https://docs.moodle.org/dev/Themes_overview and then I'll improve the content, adding information from other pages in the Theme section, like https://docs.moodle.org/dev/Using_images_in_a_theme#Image_locations_within_Moodle

I've added the missing information from https://docs.moodle.org/dev/Themes_overview (like the Fonts or Styles sections) and, once it's merged, I'll continue migrating the rest of the pages in Themes (like https://docs.moodle.org/dev/Creating_a_theme_based_on_boost or https://docs.moodle.org/dev/Using_images_in_a_theme ).

About LESS, as we're still supporting them, I'm not sure if we should remove information like "Compiling LESS on the fly"... Thoughts?

We don't support less - we haven't for years. The less compiler was removed in June 2019 in MDL-64998.

Thanks for the clarification, @andrewnicols! I've just removed all the references to LESS and the patch is ready to get your attention again (whenever you have time) :-)
