Increase default PHP version to 7.3. #149

This is the minimum requirement for 3.11 as per MDL-69308.

Have added one extra commit to your branch, @paulholden , also bumping all the CI (.travis.yml) jobs related with 311 and master from 72 to 73. Once we are green this will be merged, thanks!
