Not much to say, just bump PG to 13 and slightly modify the matrix of jobs.

I assume this is awaiting resolution of MDL-74905?

That's correct. I'm creating these issues in all affected tools. While I have commented in others, I forgot here.

As far as it seems that all the proposed changes for Moodle 4.2 are going to be accepted @ MDL-74905... applying them here a little bit in advance.
