My suggestion is to not use the extension.
It o be quite frank, it is terrible and now that we have a warning when it is not installed we’ve diacovered a number of breakages it causes.
I would strongly suggest disabling it. We are looking to remove it from core now.

Moodle 4.4.1+ requires Tidy PHP Extension be installed and enabled.
Unfortunately this
moodlehq/moodle-php-apache:8.3
container based image doesn't have it.Hopefully it will soon be available in the next image release.
What do you suggest?
