The idea was that Martin was the copyright holder of the license, just like in Moodle and Moodle Mobile. The file was created by me, hence my name, just like in Moodle.
IANAL and don't really want to get into the weeds with my complete ignorance of the subject so this can probably be closed, given it was intentional.
(In Moodle I see Martin as the original author of the whole package, and then intentional distribution of copyright amongst many authors following that. In this case I could see it assigned to Moodle Pty, but anyway thats getting into internal policy and so on)
My only comment is that if this has a chance to be in Moodle core then please use GPL v3.

I would say that the license file should be updated to the same (or Moodle HQ, but we tend to avoid organisational copyright statements in the past)
