Publish 3.11 #122

Hallo

Coud you please publish 3.11 r1 (2020091403) on github so we can "git" it on our installation?

Our version numbers aren't updated/consistent but the latest stable code, as of this morning, is in the MOODLE_311_STABLE branch on github. Latest version is 2020091401 and '3.9 r1' - both values were hacked while submitting the plugin to Moodle so they are different on the submitted one. Bit confusing, ideally we should update the versions on our internal version but because of how our deployment works, there are reasons why we often don't update the number. (I don't know why we still have it showing 3.9...)
