Show "Ad-hoc database queries" at the top of page in Site Administration #131

"Ad-hoc database queries" isn't shown at all, only sometimes. This patch fixes this. It also decreases the titles that follow, in hierarchy, and size, to make up for better consistency.

This seems more like a bug in Moodles admin navigation that in our report, but I guess this report is easier to fix.

When testing your change, I suggest you create at least one more category ;-)
