What does it do?

Updates our packages to latest versions for:

Ethereum provider libraries (viem, web3, ethers)
Polkadot Libraries (polkadotJs, zombienet, chopsticks)
Test Runner (moonwall , vitest , chai)
Lang (typescript)

What value does it bring to the blockchain users?

Improved stability and reliability of blockchain monitoring and testing
